      As an ONAP Policy Developer, I would like to organize the Policy Platform code to spread the components into the api, gui, pdp and pap repositories so that other developers can work in specific areas of the Policy Platform without affecting other components. In addition, this will speed up the Jenkin's build process.

        1.
        		 Create the parent pom.xml for the new repositories Sub-task Closed pdragosh
        2.
        		 Add the ci-management Jenkins Jobs for the new repositories Sub-task Closed pdragosh
        3.
        		 Move the projects into the appropriate project repositories. Sub-task Closed pdragosh
