As an ONAP Policy Designer, I would like to develop a Policy Template that will be able to generate a new Policy Template for any new DCAE microservice TOSCA YAML model specifications so that the Policy SDC Service Distribution application can be configured to call this archetype via the Policy Lifecycle API to create the new maven archetype so that it is available for CLAMP to create Control Loop DCAE Monitoring Policies from.

Testing for this can occur outside of service distribution with example models from DCAE etc. At the very least this should work with the TCA DCAE microservice.

The expectation is that DCAE Monitoring Policy Models from SDC are TOSCA based YAML and derive from the following node:

        description: a base policy type for all policies that govern monitoring provision

The Policy Template shall conform to new requirements for Policy Templates to support the new Policy Lifecycle API. It will be XACML-based and generate a template that is also XACML-based to retain backward compatibility with regards to PDP Decision enforcement with the CLAMP/DCAE projects.

This template will be pre-packaged into the ONAP Policy Framework distribution so the use is "out-of-the-box".
