As an ONAP Policy Developer, I want to create the code for the new API in SDNC to trigger bandwidth so that the CCVPN Use Case can create an Operational Policy to invoke that API in response Holmes generating a Control Loop Event.

Acceptance Criteria:

1) JUnit code coverage >80%

2) NO sonar/checkstyle issues introduced

3) CSIT test created that will create the Operational Policy and use simulators to test the Control Loop (NOTE: This is dependent upon some re-work of the Policy CSIT environment that will be done for all control loops)
