Upgrade components to Open JDK 11

      As an ONAP Policy Developer, I would like to set the default Java JDK to 11 in policy/parent so that we can upgrade to the latest java to better support docker images.

      Before doing this work, components that use policy-produced libraries should be considered to ensure that they are compatible with the binaries generated using the latest version of the JDK.

      All the repos should be checked to ensure they can support compilation and testing.
