Each http/jersey server must be modified to work with gson.  This can be done by adding GsonJsonXxx annotations after each corresponding JsonXxx annotation and temporarily adding a property to force the server to use gson.JacksonHandler as its provider.  Once all projects have been converted and policy-common has been modified to make gson the default, the temporary properties can be removed (separate sub-task).
