As a Policy Platform Developer, I would to create the RESTful API entry points for Policy Decisions in the XACML Engine code so that a CSIT test can be developed and S3P stability/performance tests can be developed to test the XACML PDP Engine.

Acceptance Criteria:

• Cucumber tests defined
• Code implementation of RESTful API in policy/xacml using policy/common code that the SDC Service Distribution application uses
• Logging v1.2 requirements
• No introduction of sonar/checkstyle issues
• HTTPS configurable support
• CADI/AAF support
• CSIT test exists for this repo that tests RESTful GET on both HealthCheck and Statistic entry points.
• Work with S3P developer so they can develop the tests.
