This story is used to implement all the applicable code changes in Policy for the OOF SON use case in ONAP Dublin. This includes:

(a) Implement two Control Loops (one could be PCI-SON) and demonstrate coordination using CLC. This depends on the new Policy Design Development environment, Policy Lifecycle API and Policy Distribution Architecture in order to support CLC. Mitigation is to use the current architecture without CLC.
 (b) Support handling of partial success where only some of the PCI change actions from a set of changes are successful (e.g. allow partial changes, revert to previous state)
