As an ONAP Policy Design Developer, I want to create the domain policy for Control Loop Guard and Control Loop Coordination policies so that concrete guard policies can be created using CLAMP.

Acceptance Criteria:

• 80% JUnit coverage
• no sonar/checkstyle introduced
• Must support backward compatible frequency limiter, blacklist, and min/max guard policies
• Documentation
• CSIT test for each guard type
• Work with S3P to help produce stability/performance tests.
