This is a continuation of the work done under POLICY-1367 which was a spiking activity.   Since we are moving in the direction of Control Loops as first class citizens, additional work is necessary such as persistence of Operational Policies, administration and other networked interfaces such as DMaaP interfaces.    Persistence is the one should be most carefully thought, and interactions with PAP registration mechanisms.
