In place of the "Policy Engine" section - this should describe the new Dublin Architecture. It should be prominent and have a link to the current "Policy Engine" section. The "Policy Engine" section should be marked as seed architecture, to-be-deprecated, etc.

Need to have overview of the architecture and a section on Policy Design.
