As an ONAP Policy Developer, I want to change the policy/distribution code to use the new TOSCA compliant Policy Type models for optimization policies and the Policy Lifecycle API to create and deploy policies into the Policy Platform.

The current implementation uses TOSCA model, which are based on TOSCA nodes vs the new API uses TOSCA Policy Types. It also hard codes into policy/distribution the model fields.

The current implementation calls the old legacy API to create and deploy policies.

Requirements:

1) Use policy/models repo code for utilizing TOSCA Policy Types instead of hard coding the optimization policy into policy/distribution's configuration.

2) Use the forwarder to create and deploy the policies
