The proposed concept of moving policy to dockerhub comprises two parts: 

• One is the jjb updates for the jobs in the ci-management git repo here:: https://gerrit.onap.org/r/c/ci-management/+/92707
• The other udpates will have to be done in the policy repos. Mainly the ones that are used when building docker images:
  • policy/docker
  • policy/api
  • policy/engine
  • policy/pap
  • policy/distribution
  • policy/drools-applications
  • policy/xacml-pdp
  • policy/drools-pdp
  • policy/apex-pdp

This issue si to track the progress with those modifications. 

As can be seen in the ci-management code review comment from my side this changes are best reviewed first and merged together to ensure no downtime. 

The cnange types in the two bulet points are complementary to ensure complete migration without any downtime.
