The feature-session-persistence, feature-state-management and feature-active-standby-management modules include classes which have autonomous threads such as http server, spawned threads and timers. These should be gracefully shut down before a feature is disabled or a drools pdp is locked.  A mechanism should be created which will shut down these threads that is invoked by PolicyEngine.afterStop()" and/or "beforeShutdown()".
