When a feature-session-persistence, feature-state-management and feature-active-standby-management feature is enabled the DB tables should be automatically created by running the update scripts.  This is tricky in that there can be multiple sql scripts that must be run in sequence.  Furthermore, there will need to be a persistent record of the current version of the DB so that only the update scripts will be run that need to be run to bring the DB up to the latest version.
