Target Lock only works for Target Types of VM

      Currently, if the target type specified in the yaml is not of type VM, we cannot lock the target. The target lock should support VNFs. In addition, the obtaining the target from the onset sent from DCAE is only working if the target is vserver.vserver-name. Generic-vnf.vnf-id and generic-vnf.vnf-name also need to be supported.
