Update the PIP and CLC policy logic according to the new Operations History DB entries. The details of how the database is updated is specified in POLICY-2581 (see linked issues).
In the new changes, the policy checks the end_time of the latest entry in the OPHist DB. If the entry is null, it means the operation is in progress, and proposing CL should get a deny. If the entry is not null, it means the operation has completed, and the proposing CL should get a permit.
