As an ONAP Policy Type Designer, I would like to have a tool that allows me to validate my policy type so that I can be sure the Policy Lifecycle API will accept it.

This applies to the scenario where a user does not want all of ONAP installed and would like to offline build and create the policy type. As is the case DCAE analytic developers who would do so and then upload the policy type via DCAE-MOD.

If possible, the tool will developed fully. But most likely this will be a design exercise with some minor development to support Guilin. DCAE will not need this tool until Honolulu release.
