Just noting that in trying to use the scripts that folks developed to run the S3P tests, not easy to configure locally to setup and run the containers.

Need easier way to setup local dev environment in order to play with and test code.

Stealing the docker-compose for xacml PDP CSIT to start, perhaps that can be housed in policy/docker again to keep it in the policy repos (Integration CSIT may be going away)?? One compose file instead of multiple ones??
