As an ONAP Policy Designer, I would like to upload my policy in TOSCA format to a configurable endpoint.

The policy editor stores the policy in memory and only allows to download it as JSON to the file system. This ticket aims to create a configurable upload feature, that will send the policy as payload, converting it to TOSCA in the process by mimicking the CLI-Editor TOSCA conversion (see org.onap.policy.apex.auth.clieditor.tosca.ApexCliToscaEditorMain and examples/examples-grpc/pom.xml from policy/apex-pdp repository).
