As a ONAP developer, I would like to support NO locking feature in Drools-PDP so that the use cases can determine if they need to lock the resource on which control loop action is going to happen or not.

Ideal choice will be to have an ability to configure locking mechanism per policy basis. If that's too difficult or changes are too high, we can live with per PDP instance basis for Honolulu. And improve the feature in future releases.
