Über Story: Cover the full scope of LCM for Control Loops, Server Side

      In the Honolulu PoC, the development covered onboarding of control loops, bringing them to PASSIVE and bringing them to RUNNING.

       

      In the Istanbul release of ONAP, the full control loop LCM cycle (Undefined<-->PASSIVE<–>ACTIVE) will be supported.
