Once the policy components have all been updated to use the policiesToBeDeployed field, the "policies" field should be removed from the PdpUpdate message.

Note: this still requires changes in PAP to check the response against policiesToBeDeployed instead of "policies" (i.e., the review that was recently abandoned will probably need to be re-instated).
