Refactor guard actor

    Description

      The guard actor should be generalized to support other xacml operations. This entails:

      • renaming the actor, possibly to XacmlActor
      • renaming the config and params classes, similarly
      • extracting GuardOperation out of DecisionOperation
      • creating a new ConfigureOperation
