Cannot create a new APEX policy on Policy Editor

    Description

      When trying to create a new policy in a just started instance of the gui-apex-editor, it throws the following error: 

      To reproduce:

      • start the gui-apex-editor
      • create a new policy in File->New
      • Fill the form and submit

      This issue was introduced by POLICY-2783 https://gerrit.onap.org/r/c/policy/gui/+/113313.

          • Medium - Failure of non-critical aspects of the system but results in an inconvenient situation. It causes some undesirable behavior, but the system is still functional.
