Refactoring the policy validation functions to be processed in code common to the API and the GUI.

 Purpose:

Provide a centralized location for Policy Validation functions when managing policies via Policy API or Console UI with a goal to eliminate validation inconsistencies.

Requirements:

• Policy Validation should occur in one common location in the code to be accessible to the API and the UI when managing policies on the PAP
• Validation of policy create/update inputs will not be inconsistent between the Policy API and the Console UI
• Developers should only need to make validation code changes in one place when modifying existing policy types or developing new policy types
