Currently, in the policy-endpoints sub-module of policy-common, there is a kafka-client dependency that is in scope provided.

This prevents packaging of this transitive dependency in policy-endpoints - it expects the dependency to already be in the environment repository.

In the case of the clamp participant intermediary, which is a module that people developing participants needs to use, this dependency is required but can be missing. So, they would need to add it in their project dependencies.
