PAP is currently adding set up rules to template provided by drools use case development team.

There is agreement that this should change since it may break the tested template as provided by developers.   There are currently workarounds in the template to bypass this limitation.

It has been agreed that autonomous generation of rules on the PAP will be removed in Beijing relase (as in Amsterdam release there was no time).
