brmsgw has multiple location of log files.

Log locations should be configurable.   Logging guidelines suggest this default, and as such should be the default.

/var/log/ONAP/<component>[/<subcomponent>]/*.log

Traditionally policy locations have been storing under the $POLICY_HOME/logs (non-privileged account where $POLICY_HOME contains all policy code) should be supported as well, hence the need of this parameter to be configurable to place location under

$POLICY_HOME/logs/<component>[/<subcomponent>]/*.log

component should be policy 

subcomponent should be brmsgw
