The policy/docker/docker_*.sh scripts should just build the following images:

policy-db

policy-nexus

The policy/engine/docker_*.sh scripts should just build the following image:

policy-pe

The policy/droosl-pdp/docker_*.sh scripts should just build the following image:

policy-drools

An additional requirement is the policy-pe image should KNOW that it is configured to use SNAPSHOT vs RELEASE artifacts in its image build. It should not have to pull that information while heat/oom/robot/anything uses docker-compose that resides in the policy/docker repository from an external configuration file that has no knowledge of the image.
