As an Ops user I need the system to capture the allowed handling treatments for a given work step, and the particular handling treatment to use on a per-error type basis. 

This is part 1 of a feature to provide Policy support for Manual Handling Building Block integration with External Exception Handler Tool.

This user story provides a solution for the following requirements of this feature:

• Provide a mechanism or model to input "Allowed Treatments" that suggest "rainy day" handling for a given "Building Block" at a given "Work Step".
• The set of "Allowed Treatments" suggested will be a global set applicable to all "Building Blocks" for a given "Work Step" across all of ECOMP, and will include "Retry, Rollback, Skip, Abort, ManualHandling".

• Provide a GUI through which a Tech Op or other operator can set the "Desired Handling Treatment" as described above.
