Address maven/eclipse checkstyle warnings

      We would like to fully enforce the ONAP checkstyle requirements for all the policy repositories. The integration/oparent project implements this and our repos inherit from it. Right now we are only emitting warnings. The task is to remove all warnings and then change our pom.xml to fail on error so going forward all code submissions have correct checkstyle formatting.
