As an ONAP Policy Developer, I would like to design the Policy Lifecycle API so I can better support integration with SDC lifecycle (Check In/Out, Ready-For-Testing, Tested, Certified, runtime deployment modes (Inactive, Active - Safe, Active, Test) and the ability to retire policies automatically.

This API should conform to ONAP RESTful API Best Practices.
