Covers the work required to support HPA

As an ONAP Policy Developer, I would to build into the Policy SDC Service Distribution Application (covered in Epic POLICY-701) a layer of code that does automatic translation of HPA requirements, found in TOSCA-based VNF descriptors, into OOF placement policies.

This work is dependent upon the majority of user stories in the Epic POLICY-701 to be finished first.

Requirements:

• Must have 70% code coverage via JUnit tests from the first code submission onwards
• All SONAR blockers, bugs, criticals and majors should removed immediately after code submission before any new code submissions
