As an ONAP Policy contributor, I need to design the coordination facility and at-minimum document the following:

• Overall architecture of coordination approach
• Changes needed to existing codebase to support core functionality.
• Additions to codebase needed to support core functionality.
• Modification to runtime components (e.g., replacement of MariaDB by MUSIC).
• ONAP Policy developer interface.
