As a ONAP Policy developer, I need to be able to write code that can check whether the last actions taken by a given control loop are currently open or closed.  A primary way to do so is by checking whether an abatement has been received for the event which triggered those actions.  Consequently, code needs to be added to log abatements (and similar conditions) to the historical database used by ONAP Policy.
