Issue: The Portal code uses new encryption algorithm, however the decryption on the partnering apps is still on the old algorithm. Reason for this encrypt/decrypt change is that the old methods are being deprecated, so the portal upgraded. This change is not critical. Seems like this is missed due to some level of communication gap.

Current Fix: The Portal team reverting to old encryption algorithm (just a one line change), so that the partnering apps code is not impacted at this stage.

Future Fix in Casablanca: The upgrade to new encrypt/decrypt algorithm will be coordinated with Jira items, so that the Portal and Partnering apps are on same page.
