The Portal code uses new encryption algorithm, however the decryption on the partnering apps is still on the old algorithm. Reason for this encrypt/decrypt change is that the old methods are being deprecated, so the portal upgraded.

Coordinate with partnering apps to upgrade to use new encryption method, so the single signon continue to work.
