Initialize a list of events to wait for each plugin.

Refactor the notify function to return an observable in order for sdc and the plugin to register for a notification on action completed.

Solve the observable if the current event doesn't appear on the events to wait list.

DOD:

1. The pub-sub mechanism is working with the new notify design.
2. The pub-sub isn't broken after implementing said design.
