From TDP E2E defect description:

Fix for Defect 430981 was delivered a few weeks ago and I passed the test at that time. But now I realized the fix is not correct, so re-open a ticket to address this defect:
I just realized the fix (ticket 430981) done for supporting dual stack is entirely wrong. The fix appears to blindly marking ALL ports as dual stacks, regardless if a port is actually defined/declared as dual stacks in the HEAT.

Suggested permanent solution based on Segev's feedback is as follows:
