Steps To Reproduce :

1. From BE-Swagger, Create an Activity Spec with Draft status with all the required parameters. 
2. Certify the same Activity Spec. 
3. Fetch the details of the Activity Spec - Status should be returned as "Certified" 
3. Pass empty body in Actions on an activity spec 
4. Again fetch the details of the same activity spec. 
5. Now, verify the result 

Expected Behavior

Status of the activity spec should be returned as "Certified". 

Actual Behavior

Status of the activity spec is changing from "Certifed" to "Draft".
