Introduce validation of yaml and json files for models, mainly in catalog-be, to prevent basic formatting and typo style errors in the models.

Models should be validated in the validate phase of the project.

DOD:

1. add validator plugin to the maven structure
2. validate the yaml templates used for normative imports.
3. validate the template json.
4. the addition of the plugin should not impact the build time in a significant manner.
