Enable java doc and sonar for SDC project

      as a PTL,

      we need to check that we are collecting sonar data from our build and that on release we are able to generate java docs for all projects under SDC.

      for all projects:

      • sdc
      • sdc/sdc-tosca
      • sdc/sdc-distribution-client
      • sdc/jtosca

      DOD:

      1. each sdc project collects sonar data on verify job.
      2. each sdc project creates java docs on release
