in order to support multiple cloud technoloy, such as K8s spec, Azure Resource Template, etc. we need to add some new directory structure and associated artifacts information in VNF csar for onboarding as following:

• ROOT\
  • Artfacts\ [includes all artifacts]
    • <level1>\
      • <level2>\
        • <level3>\ [interested files]

both SDC input csar or deployment portal does NOT meet such requirement:
the level1's name is neither Deployment nor Infromational.
the depth under Artifacts is more than 2. the above example is 3.
