      As a Developer,

      i want the onap-ui projects to us ts lint rules,

      so that we will be able to maintain a high level of coding bast practices.

      DOD:

      1. add tslint rules check to onap-ui-angular
      2. add tslint rules check to onap-ui- common
      3. clear all the issues identified by the rules.
      4. after the clean up any violation should fail the build.
