update namespcae in pom

      as a Developer,

      I want the pom group id to use ONAP instead of open ecomp.

      so that we will be compliant with LF requirements

      DOD:

      1. update ui pom group from org.openecomp
      2. update all ui library in sdc:
        onap-ui-angular
        onap-ui-common
        onap-ui-react
        sdc-pubsub
