Certificate location is configurable

      For Dublin, issuer certificates will be stored on the file system in SDC onboarding back end container.

      This location on the file system for the certificates should be configurable.

       

      Acceptance Criteria

      1. ONAP administrator can set a custom location for storing issuer certificates.
      2. After an issuer certificate is stored in the configured location, SDC onboarding Java process can read that certificate when needed
