When a service has been created but it does not yet have any MCs, the "Monitoring" tab looks like in the attachment.  Especially there is a button for "Add First MC" in the centre and "Create New MC" on the right. However, for the very first MC in each service, they never can work. Instead the user must guess to press the "Import" icon which is the very unexpected only correct choice compared to the non-working buttons. There can already be VFCMTs in the DCAE-DS Catalog and they are not available for MC creation through these buttons.

Expected Result

As the real behavior and naming of buttons are conflicting, it is not too clear which one should change. But if there are some buttons like "Add First MC", they should actually work in that situation.
