After submitting a VSP with an uploaded .csar file, if we try to access the attachments this error message is given "Failed to get orchestration template for VSP with id xxxxxxxxxxx."

I have tested the creation of a new VSP, using all files from this directory "https://git.onap.org/sdc/tree/test-apis-ci/sdc-api-tests/chef-repo/cookbooks/sdc-api-tests/files/default/Files/VNFs" 

I have done a quick analysis in the code and I`ve noticed that this exception is thrown because the return of this method OrchestrationTemplateCandidateDaoZusammenImpl --> get(String vspId, Version version) is null. In that method, if the candidate.getFileSuffix() has ".csar" as value the attachments will be displayed correctly but it`s always null.

I`ve noticed that this issue is reproduced only when we upload ".csar" files.
