Enhance the plugin mechanism so that plugins can be used from the catalog FE proxy and called from within the catalog-ui code (example: the operations screen in catalog-ui that calls the workflow service).

Currently the workflow can be called through the proxy servlet in a hardcoded way, we should make that configurable through the plugins configuration file so that we can search for URLs and match them to the proxy URL.
