upgrade heat artifact AbstractSubstitute failing in sdc-backend-init

      The python script upgradeONAPNormative.py is throwing an error during the upgrade routine for "org.openecomp.resource.abstract.nodes.AbstractSubstitute" type.

      Discovered in SDC-2752.
